Description

Job Overview

Lead cost and contract administration for infrastructure projects from early planning through final close-out. The role supports value-for-money decisions by managing estimates, tendering, payments, variations and claims while maintaining clear contract records. It also guides quantity-surveying teams and consultants and promotes more consistent, data-led approaches to cost control across road and rail infrastructure programmes.

The work requires coordination across departments, delivery partners and technical specialists. Strong governance, accurate records and timely escalation are important because decisions can affect public infrastructure, service reliability and long-term asset performance.

Key Responsibilities

  • Prepare cost plans, estimates and lifecycle-value benchmarks to support project budgeting.
  • Advise on procurement strategy, contractual issues and tender award recommendations.
  • Review and standardise tender documents, contract templates, terms of reference and award documentation.
  • Manage financial administration from project inception through completion, including payment applications and variations.
  • Assess claims and dispute-resolution requests and recommend practical settlement options where appropriate.
  • Guide consultants and quantity-surveying colleagues, using data and automation to improve cost certainty.

Requirements

  • Applicants should have experience in infrastructure contracts, specifically rail or roads projects.
  • The role calls for strong knowledge of commercial controls, tendering, valuation and contract administration.
  • Candidates should be able to review complex claims and explain financial or contractual exposure.
  • Experience leading consultants or quantity-surveying teams is beneficial.

Qualifications

  • A degree in quantity surveying, construction economics, civil engineering or a related discipline is suitable.
  • Relevant professional quantity-surveying accreditation is an advantage.
  • Candidates should be confident working with contract documents, cost reports and project financial records.

Skills

  • Cost planning, commercial analysis and contract administration.
  • Claims assessment, tender evaluation and dispute resolution.
  • Team leadership, report writing and data-driven cost control.
