Description
Job Purpose
Responsible for overseeing the calculation, estimation, management, and refinement of all financial costs and expenses related to construction projects. This role ensures budgets are maintained, risks are mitigated, and decisions are supported by sound financial analysis.Key Responsibilities
Reading and Analysis- Interpret architectural and engineering drawings, specifications, and procedures
- Review contracts to understand scope, risks, and financial implications
- Ensure alignment of specifications and project requirements
- Assess financial impact of changes to design or scope
- Advise on budget parameters and cost controls
- Maintain accurate records of approvals, payments, variations, and change orders
- Produce regular financial reports and forecasts
- Alert management to cost overruns or savings, with corrective action proposals
- Perform cost control, budget planning, cash flow analysis, and reporting independently
- Analyze purchase orders to assess committed costs
- Work with project stakeholders to review and approve cost adjustments
- Monitor market trends and site conditions for cost implications
- Recommend procurement strategies for cost optimization
- Manage cost planning throughout the project lifecycle
- Identify and mitigate commercial risks
- Analyze cost implications of maintenance and repair projects
- Support commercial decisions with thorough financial assessments
- Execute risk, value, and cost control procedures
- Stay updated on current building contracts and regulations
- Analyze tenders and produce structured tender reports
- Compile concise reports on project progress and cost-related activities
- Adhere to health and safety standards
- Collaborate with Quantity Surveyors and Assistant QSs to gather and review cost data
- Validate on-site work progress and associated costs
- Reach agreement with contractor and subcontractor surveyors on measurements and valuations
- Prepare internal progress claims monthly, regardless of external submissions
- Conduct monthly valuation of completed works
- Review and validate cost estimates for design and construction activities
- Assess preliminary budgets and alternatives for design or materials
- Advise on financial implications of external stakeholder demands
- Prepare variation orders for contractor implementation or proposal
- Evaluate and recommend contractor payment applications to clients
- Issue Interim Payment Certificates with full supporting details
- Review and verify daywork statements, adjusting based on evidence
- Evaluate and provide feedback on Value Engineering proposals
- Ensure work quality and timeliness while anticipating broader project impacts
- Complete grouped tasks within assigned scope while remaining flexible
Requirements
Qualifications- Bachelor’s degree in Quantity Surveying or related field
- Master's degree in Engineering Management, QS, or Financial Management is an advantage
- MRICS certification is preferred
- Experience in cost engineering in the construction industry
- Proficient in CATO and Cost X software
- BIM experience is beneficial
- Strong analytical mindset with attention to detail
- Excellent communication and interpersonal skills
