Senior Operator – Enterprise Command & Control Center Operations

Job Description

JOB PURPOSE

The role aims to ensure the smooth and safe operation of the Road and Transportation network in the Emirate

of Dubai by managing the EC3 systems linked to the operational control centers within the RTA. It also involves

implement all operational procedures taken by these centers in accordance with relevant approved policies and

procedures.

Key Results Accountabilities

• Preparing daily operational reports, such as daily incident reports and daily performance reports for the Roads
  
  

and Transportation network in Dubai, or any other reports and submitting them to shift Supervisor

• Respond to all notifications received for unplanned Events on the Enterprise Multi-Modal Communication
  
  

and Control System (EMMS C2), as well as notifications received from Dubai Police and others, verify

these notifications using other available technical tools in EC3, such as Real-Time GIS maps for various

transportation modes, CCTV cameras, dashboards, Communication with other OCCs, and more.

• Handle these
  
  

notifications while documenting, proceedings and closing them according to the approved work procedures

• Work in shifts covering 24/7 operations, including nights, weekends, and public holidays
• Operating the Mobile Command Vehicle (MCV) during emergencies, crises, and major events as assigned, to
  
  

monitor all actions taken by field teams using the systems available in the vehicle in accordance with approved procedures and sending all updates to the Main Control Room and Command Control Rooms at the EC3

• Execute additional duties as assigned by the direct line manager or the Department Director
• Monitoring operations and actions taken by the RTA's Traffic OCCs by utilizing the integrated linkage of
  
  

the EC3 System (EMMS C2) with the functions of Traffic OCC’s systems, For example, but not limited to

(Closed-Circuit Television (CCTV) cameras, Advanced Traffic Management System (iTraffic) alerts, Dynamic

Message Signs (DMS), traffic signals, etc..), in accordance with approved procedures, to ensure the availability

of services, For example, but not limited to, maintaining smooth traffic flow on Roads, Tunnels, and Bridges in

the Emirate of Dubai. It also involves monitoring and recording all disruptions and incidents that may affect

services and immediately escalating the situation if it reaches an emergency level

• Monitoring all operations and actions taken by the RTA's Bus OCC through leveraging the integrated linkage
  
  

of the EC3 System (EMMS C2) with the functions of the Bus OCC System (AVM) in accordance with approved

procedures, to ensure the availability of services, For example, but not limited to, ensuring all Buses run on

scheduled routes without delays that could impact service levels. It also includes tracking and recording all

disruptions and incidents that may affect services and immediately escalating the situation if it reaches an

emergency level

• Monitoring all operations and actions taken by the RTA's Metro OCC by utilizing the integrated linkage of
  
  

the EC3 System (EMMS C2) with the functions of the Metro OCC System in accordance with approved

procedures, to ensure the availability of services, For example, but not limited to, ensuring that all Trains

operate on scheduled routes without delays that could impact service levels, monitoring and recording all

disruptions and incidents that may affect services, and immediately escalating the situation if it reaches an

emergency level

• Monitoring all operations and actions taken by the RTA's Marine OCC by utilizing the integrated linkage
  
  

of the EC3 System (EMMS C2) with the functions of the Marine OCC System (AVM) in accordance with

approved procedures, to ensure the availability of services, For example, but not limited to, ensuring that all

Marine transportation services operate on scheduled routes without delays that could impact service levels,

monitoring and recording all disruptions and incidents that may affect services, and immediately escalating the

situation if it reaches an emergency level

• Monitor all operational processes and actions taken by the RTA's Smart Monitoring OCCs by utilizing the
  
  

integrated connection of the EC3 (EMMS C2) with the functions of their operational systems, For example, but

not limited to, the taxi monitoring system in Emirate of Dubai, in accordance with approved procedures. to

ensure the availability of services, For example, but not limited to, the availability of Taxis at Dubai Airports,

Major Events locations, and other key areas. It also ensures immediate escalation in cases of supply shortages

compared to required numbers, necessitating escalation to concerned parties

• Monitoring all operations and actions taken by the RTA's Tram OCC by utilizing the integrated linkage of
  
  

the EC3 System (EMMS C2) with the functions of the Tram Control System in accordance with approved

procedures, to ensure the availability of services, For example, but not limited to, ensuring that Trams operate

on scheduled routes without delays that could impact service levels, monitoring and recording all disruptions

and incidents that may affect services, and immediately escalating the situation if it reaches an emergency

level

• Monitoring the daily incident management operations on the Roads and Transport network, and The planned
  
  

events in the Emirate of Dubai as well as oversee crowd management operations at stations through CCTV.

• Document the actions taken by the RTA OCCs to address these incidents and register a new incident log for
  
  

each event using Enterprise Multi-Modal Communication and Control System (EMMS C2), in accordance with

the approved operational procedures

• Handling calls related to emergencies and crises in accordance with the integrated communication protocol for
  
  

operational control centers within the authority, utilizing available technical means, including but not limited to

emergency calls (ECT), text messages through the Integrated Multi-Modal Communication System (IMMCS),

radio communication devices (TETRA), and others. Coordinate with internal and external teams and entities,

and submit reports to the duty supervisor, including all relevant data and updates, in accordance with the

approved operational procedures

Qualifications

Education

• Diploma/Bachelor’s degree in Business Administration or equivalent from an accredited university.
• Diploma: 5 years
• Bachelor’s: 0-2 Practical experience in the field of operational control centers in the road and transportation network or a similar work environment is preferred
