Description

Lead and manage a procurement team responsible for reviewing, approving, and processing purchase documentation. Resolve procurement bottlenecks, contribute to improvement initiatives, and develop procurement and contracting policies. Act as a technical reference point for escalated issues and ensure team development, motivation, and performance to maximize contribution.

Principal Accountabilities

Policies & Procedures
  • Review and enhance procurement and contracting policies to streamline workflows and safeguard company interests
Supervisory Role
  • Supervise procurement teams across various purchasing and contracting activities
  • Review completed work to ensure compliance with procedures, timelines, and quality standards
Supplier Performance Evaluation
  • Conduct regular supplier performance evaluations
  • Recommend corrective actions and resolve disputes through root cause analysis
Procurement Cycle
  • Oversee or execute the full procurement cycle for purchase orders and contracts
  • Ensure terms and conditions provide maximum protection for the company
Technical & Commercial Analysis
  • Respond to supplier technical queries and analyze proposal data
  • Evaluate offers based on price, specifications, and delivery timelines to recommend best-value awards

Market Research
  • Identify new qualified sources by monitoring market trends and pricing
Specification & Cost Development
  • Support end-users in developing competitive and cost-effective specifications
Product Knowledge
  • Stay updated on goods and services through catalogues, trade journals, and publications
Support to Superiors
  • Perform related duties as assigned to meet section objectives
Training & Development
  • Train new hires and trainees to build independent operational capabilities
Management System Compliance
  • Adhere to ENOC’s Quality, Environment, Health, and Safety procedures

Experience & Qualifications

Education
  • Bachelor’s degree in Science, Business Administration, or Engineering from an accredited institution
  • MCIPS qualification
  • Certifications in Material/Supply Management and Project Management
Experience
  • 10–12 years of direct procurement experience in Oil & Gas or petrochemical industries
  • Supervisory experience over 3–4 Senior Procurement Officers
  • Expanded scope: now supporting 14 companies, up from 8
  • Value of procurement handled increased by AED 370M

Skills & Competencies

Technical Skills
  • Strong supervisory and negotiation skills
  • Knowledge of internal processes, finance, supply logistics, and commercial laws
  • Familiarity with technical terminology used in process plants
