Description

To lead the planning, execution, and delivery of complex rail construction projects across RTA, ensuring they are completed on time, within budget, and in full alignment with regulatory, safety, and operational standards. This strategic position drives excellence in project performance, stakeholder coordination, and lifecycle asset management for Dubai’s expanding metro and rail networks.

Key Responsibilities

  • Manage the end-to-end delivery of major rail infrastructure projects, from concept design through to final handover.
  • Direct project planning, budgeting, scheduling, and risk management to ensure alignment with RTA objectives and stakeholder expectations.
  • Enforce adherence to contractual obligations, FIDIC standards (especially Yellow Book), and RTA technical and safety specifications.
  • Apply value engineering and sustainability principles throughout project lifecycle to optimize design, cost, and long-term asset value.
  • Lead coordination efforts among contractors, consultants, internal departments, and governmental stakeholders.
  • Monitor project performance against milestones, proactively address challenges, and prepare management-level progress reports.
  • Oversee procurement and contractor selection, including evaluation, prequalification, and contract negotiations.
  • Ensure proper project close-out, including resolution of snag lists, DLP (Defect Liability Period) obligations, and handover to operations.
  • Contribute to asset performance targets, lifecycle planning, and future infrastructure optimization strategies.
  • Represent RTA at technical committees, stakeholder forums, and regulatory discussions.

Qualifications & Experience

  • Bachelor’s Degree (or higher) in Civil Engineering, Transportation Engineering, or related field.
  • Minimum 7 years of relevant professional experience, with at least 3 years in a managerial or supervisory role.
  • Demonstrated experience managing metro or rail construction projects, including site supervision, contract management, and delivery under D&B frameworks.
  • In-depth knowledge of FIDIC contracts, especially the Yellow Book.
  • Proficient in project management tools including MS Project, AutoCAD, BIM, and the full Microsoft Office Suite.
  • Certifications preferred: PMP (PMI), PRINCE2, or IPMA.
