Job Purpose

Provide strategic oversight, planning, and guidance to the Human Resources Section to ensure alignment with organizational goals, full compliance with policies, and the implementation of best practices in human capital management. This role focuses on driving performance, managing HR initiatives, ensuring governance, and promoting a high-performing, innovative, and compliant HR environment across RTA.

2. Key Responsibilities

  • Strategically manage, monitor, and report on HR section projects and initiatives to ensure alignment with KPIs, timelines, and budgets.
  • Develop and implement communication and governance plans for HR data management in line with RTA’s data policies.
  • Provide strategic administrative support across HR operations, including contracts, media plans, budgeting, and partner coordination.
  • Prepare and maintain HR section reports, audit responses, action plans, and compliance tracking systems (including quality and internal/external audits).
  • Coordinate and monitor performance of business partners and recruitment functions, suggesting improvements as needed.
  • Prepare annual and monthly operational plans and performance reports; track implementation against objectives.
  • Supervise HR correspondence (Tarasul, emails, official documents) and ensure timely and quality outputs aligned with strategic direction.
  • Contribute to organizational development planning and ensure policies, procedures, and standards are formalized and updated per best practices.
  • Review job descriptions, performance indicators, and achievement reports for accuracy and alignment with departmental objectives.
  • Analyze HR data and KPIs; synthesize reports to derive actionable insights and recommendations.
  • Ensure confidentiality, integrity, and proper documentation of sensitive HR information and records.
  • Support initiatives related to employee engagement, stakeholder relations, and business partner management.

4. Qualifications & Experience

Education:

  • Bachelor's degree in Human Resources, Business Administration, or a related field from an accredited university.

Experience:

  • Minimum 11 years of progressive experience in human resources, strategic planning, and HR operations management.

5. Key Skills

  • Strong analytical and critical thinking abilities; able to evaluate and enhance HR systems and processes.
  • Excellent written and verbal communication skills in both Arabic and English.
  • Proficient in Microsoft Office and HR-related systems/software.
  • Proven ability to lead, motivate, and train high-performing teams.
