OCC Governance & Excellence Manager | UAE National

We are seeking a seasoned and visionary professional to lead the governance, integration, and performance oversight of RTA’s diverse operational control centers—including Metro, Tram, Marine, Traffic Management, and others. This strategic role is central to driving operational excellence, crisis readiness, and seamless coordination across modes.

The role will also champion RTA’s Center of Excellence, helping elevate maturity levels, align practices with global standards, and promote innovation and resilience in real-time operations.

2. Key Responsibilities

• Governance Frameworks: Develop and enforce governance structures across RTA control centers, ensuring standardization, policy compliance, and operational integrity.
• Operational Integration: Drive interconnectivity and coordination among metro, marine, tram, and traffic control operations, enabling unified situational awareness and rapid response.
• Performance Management: Establish KPIs and reporting frameworks to measure operational performance, incident response efficiency, and service reliability.
• Crisis & Emergency Response: Lead and evaluate control center readiness for major incidents, disruptions, and national-level emergencies; support joint exercises and simulations.
• Center of Excellence Development: Contribute to best practice sharing, benchmarking, innovation pilots, and continuous improvement initiatives within the CoE framework.
• Digital Governance: Ensure control systems align with smart city strategies, cybersecurity policies, and digital transformation objectives.
• Stakeholder Engagement: Act as a liaison across internal departments, government bodies, and external vendors to coordinate infrastructure, policies, and technology integration.
• Audit & Compliance: Oversee audits and inspections to ensure control centers comply with regulatory, safety, and service excellence standards (including DGEP criteria).
• Reporting & Recommendations: Present operational insights, risk assessments, and improvement plans to senior leadership and steering committees.

Qualifications & Experience

• Bachelor’s degree in Engineering, Operations Management, Transportation Systems, or a relevant discipline.
• Master’s degree preferred and may substitute for two years of required experience.

• Minimum 10+ years with a bachelor’s degree, or 8+ years with a master’s, in control center operations, governance, or transportation systems.
• Direct experience with transportation or infrastructure control systems (e.g., metro OCC, traffic control, SCADA, ITS, marine operations).
• Deep understanding of governance frameworks, operational maturity models, and integration strategy.
• Strong background in crisis management, emergency planning, and real-time decision-making environments.
• Previous involvement with Dubai Government Excellence Program (DGEP) or other quality/innovation awards is highly desirable.
