Senior chief Engineer – Planning & Business Development

Job Purpose

To assist and advise the Public Transport Agency (PTA) in the effective planning, development, delivery, and evaluation of passenger transport services. The role focuses on optimizing service coverage, performance, and efficiency in line with RTA policies, strategic objectives, and customer service standards.

Key Responsibilities

• Propose and implement effective methodologies to monitor and evaluate the performance of the public bus network.
• Analyze operational and service deficiencies; recommend practical, data-driven solutions for improvement.
• Review management indicators related to service performance and passenger ridership; develop criteria and strategies to increase public transport usage.
• Develop and update network strategies that align with RTA’s goals for sustainable mobility and urban development.
• Define and maintain service standards and performance indicators that ensure customer satisfaction and operational efficiency.
• Contribute to the continuous development of transit planning tools and service optimization methodologies.
• Support in preparing strategic and operational plans for public transport network enhancements.
• Coordinate with internal stakeholders to integrate new transport initiatives, routes, and multimodal connections.

Qualifications & Experience

• Bachelor’s Degree in Civil Engineering, Transportation Engineering, or Transport Planning from a recognized university with a minimum of 11 years of relevant experience.

• Master’s Degree in Civil Engineering, Transportation Engineering, or Transport Planning from a recognized university with a minimum of 9 years of relevant experience.

Skills & Competencies

• Deep understanding of public transport network planning, demand forecasting, and service design.
• Strong analytical skills with the ability to translate data into actionable insights.
• Proficient in GIS and transport modeling tools (e.g., VISUM, TransCAD, or similar).
• Knowledge of international best practices in public transport operations and planning.
• Effective communicator with excellent report writing and presentation skills.
• Experience in performance monitoring, KPI analysis, and continuous service improvement.
• Ability to work collaboratively with multidisciplinary teams and stakeholders.
