Description
Develop a comprehensive legal and regulatory framework for the Petroleum Products Market in Dubai, aligned with the objectives of the Supreme Council of Energy. Design and implement a technical and administrative action plan, monitor its execution, and ensure compliance with all relevant legislation and regulations. Safeguard ENOC’s interests while supporting long-term sustainable growth.
📌 Principal Accountabilities
👥 Supervision- Plan, supervise, and coordinate all section activities to meet functional and team objectives
- Implement HR processes including recruitment, performance management, learning & development, and rewards to maintain employee motivation
- Execute approved policies, systems, standards, and procedures to support section work programs in line with company and international standards
- Provide input for budget and work plan development
- Allocate manpower and develop schedules to meet section objectives
- Contribute to departmental KPIs and cascade performance objectives within the section
- Promote a performance-driven culture and achieve personal objectives
- Comply with the Integrated Enterprise Risk Management System
- Implement mitigation measures for identified departmental risks
- Design and apply new tools and techniques to enhance operational efficiency
- Recommend process improvements based on best practices
- Provide inputs for weekly and monthly compliance reports to the Manager – Trade Monitoring & Compliance
- Assist in 24/7 monitoring of petroleum sector trade practices to ensure compliance with ENOC policies and legal regulations
- Supervise field operations to detect and prevent illegal or unfair petroleum trade practices
- Oversee data collection to support recommendations for ENOC segments (Retail, CIS, Terminals, STP) on trade standards and policies
- Develop materials for awareness campaigns to promote compliance and highlight the consequences of violations
- Collaborate with the Supervisor – Trade Compliance to achieve section objectives as a unified team
📚 Experience & Qualifications
🎓 Education- Professional Degree or Diploma in Petroleum Engineering
- Knowledge of laws and regulations related to petroleum trade monitoring and compliance
- Supervisory, communication, interpersonal, and computer skills
- Attention to detail, analytical thinking, problem-solving, quality focus, flexibility, vigilance, and willingness to learn
- 6 to 8 years of relevant professional experience, including 3 years in a related role
