- Review and audit permits related to truck movement and ensure their compliance with standards and policies related to vehicle movement and transportation through requests included in the approved systems
- Manage and develop Transportation and Freight movement system to identify and address congestion resulting from truck movement and design appropriate engineering solutions or strategic policies
- List and analyze data related to truck movement and review new road projects or propose quick solutions and ensure that projects include the infrastructure and signboards necessary to serve trucks (truck rest areas, truck parking lots on main roads, truck lanes, ban times and locations, loading and unloading areas)
- Review and follow up on the achievement of performance indicators for the Truck Movement Department and link them to the strategic goals and objectives at the emirate level in line with the Authority's values and future directions
- Participate in building constructive relationships with strategic partners: shipping companies, sea and airports in the emirate, the General Command of Dubai Police and other government and private entities
- Participate in traffic tariff studies, especially regarding the impact of increasing traffic tariffs and their gates on the truck freight transport sector Ensure the implementation of all specifications and standards related to transport movement policies and facilities in the Authority's projects, whether road projects or projects of other departments and institutions
- Write detailed technical and engineering reports that include problems of truck movement and their facilities, data analysis and proposed measures to address them, and provide recommendations based on best practices and engineering standards
- Coordinate with local and federal authorities to collect and analyze information related to the implementation of the axle weights law and identify and study all the resulting impacts in coordination with the licensing agency
- Collect and analyze information related to truck movement within the emirate and between it and neighboring emirates, and study issues related to truck parking within residential, commercial, and industrial areas and related complaints, and develop appropriate solutions in coordination with all relevant authorities
- Conduct detailed engineering and traffic studies related to providing roads/lanes dedicated to trucks in terms of their locations and routes, their feasibility, operating mechanisms, and monitoring
- Studying and analyzing truck accidents in coordination with the Traffic Safety Department and relevant authorities and participate in preparing the necessary plans to manage these accidents and ensure rapid response to them and reduce their negative effects
- Evaluate preliminary and final design plans for all infrastructure projects, transportation systems, and highway network projects, including strategic studies and Traffic Impact Studies for Level 2 developers or industrial zone projects that attract truck traffic, to ensure that the required amendments are made to land uses that guarantee the allocation of the necessary facilities for the truck freight transport sector (main facilities and secondary facilities “within urban areas”)
- Active participation in technical committees related to truck movement and freight transport, ensuring that measurable personal objectives are submitted to the relevant manager, and following up with engineers during the absence of the direct manager
- Review global practices in various areas of traffic safety and allocate what best suits local and demographic conditions
- Participate in setting standards and specifications for licensing "truck freight transport" companies. These standards include elements related to truck maintenance, driver management and supervision of operational efficiency, yards, and storage areas within the facility
- Prepare and present technical working papers / main topics in international conferences
- Prepare studies on future technologies related to smart truck monitoring and tracking methods and the guiding standards and specifications for their components
- Any additional responsibilities as advised by the direct Line Manager or Head of Department
- Preparing Executive plans for truck traffic routes in the emirate utilizing the Freight Model built on current and future truck traffic requirements in the emirate, and information available from various parties and sources, in a manner that achieves maximum efficiency in serving logistics areas and taking into account the operational requirements of infrastructure, protecting assets, safety requirements, and times and locations of permanent and temporary bans on truck traffic, in coordination with relevant authorities in the emirate
- Conducting studies related to truck weighing stations, determining appropriate locations for these stations, identifying technical inspection points for trucks, their operating and monitoring mechanisms, establishing information bases related to traffic activity, and collecting and analyzing relevant information for their enhancement
- Coordinating with relevant authorities, including Ports, Airports and Etihad Rail to establish information database related to truck traffic and subsequently study and analyze this information, and determine the necessary solutions and procedures to facilitate their movement and reduce their negative impacts on safety and traffic
- Preparing contractual terms for the department's projects, following up on the award of projects, providing the required budgets, approving, and interviewing the resources of the organizational structure of consultants/ contractors/project suppliers, following up on implementation, submitting periodic reports on project developments, removing penalties, resolving disputes to ensure the completion of the project on time, and escalating them to higher management if required
- Conduct studies related to truck and logistics facilities, including temporary and permanent truck parking and rest areas, freight stations, and goods collection and distribution centers
- Participate in Traffic Impact Studies for development projects and ensure that they accommodate cover the requirements of logistics and truck movement during and after the implementation of these projects and ensure that the required facilities for trucks and logistics are provided within these projects
- Developing/innovating systems that support the department's work, preparing the systems' work mechanisms and structure, and ensuring that budgets related to the requirements for implementing the technical development packages for the approved technical systems are obtained within the proposed time frame in coordination with the relevant departments, and creating a heat map on the geographic information system or its equivalent in coordination with the relevant authorities
