Job Purpose
Provide professional service for all green and sustainable procurement sourcing activities across ENOC group, and act as first point of contact for all green procurement related matters. To implement and deliver Green Public Procurement guidelines related to energy, electricity & water conservation, green mobility and sustainable procurement. Review business plans in compliance with Green Procurement Program, assist in developing specifications incorporating energy/ water savings & environment protection criteria, sourcing, tendering, evaluation of bids, preparing purchase recommendation showing total lifecycle costs, monitor the performance and reporting. Coordinate with ENOC Group Sustainability and Green Procurement Committee constituted by the Dubai Supreme Council of Energy and organise programs to create awareness among all stakeholders
Principal Accountabilities
Policy, Guidelines and Procedures:
Review existing procurement & contracting policies and procedures and suggest improvements to include Green Procurement criteria in the pre qualification, supplier selection or tender evaluation stage.
Data Analysis:
Review and collect data from all Buyers/ Business Units on Green Procurement and Green Mobility initiatives within group companies. Review the completed work and ensure that it falls in line with procedures, time targets, quality standards and GPP guidelines.
Respond to suppliers’ technical queries and analyse technical data in suppliers’ proposals.
Evaluation of Supplier Performance:
Monitor and regularly evaluate supplier performance especially with regard to energy, electricity and water savings and on other sustainable procurement like environmental considerations and report.
Procurement Cycle:
Individually carry out the complete procurement cycle for “Green Procurement” category of items for purchase orders and contracts with terms and conditions which afford the company the fullest protection possible.
Techno-Commercial Analysis of Bids:
Analyse and evaluate offers by comparing prices, specifications and Life Cycle Cost (LCC) of the bids considering the operating costs and energy savings to effectively identify and propose award to the supplier with best bid.
Market Research:
Continually seek new qualified sources of goods and services by monitoring local market and from other GPP member organisations.
Development of Specification:
Assist to develop specifications incorporating Green Procurement guide book for energy conservation, electricity & water savings criteria; to ensure that all elements of cost and product specifications are taken into consideration.
Preview Catalogues and Keep Informed:
Preview product catalogue, trade journals and publications in order to maintain an updated and sufficient technical knowledge of the goods and services to be purchased.
Assistance to Superiors:
Perform related duties as assigned by superiors to enable achievement of Section’s objectives.
Training Responsibility:
Provide training on Green Public Procurement guidelines to other Buyers and arrange training to the End users on energy conservation projects.
Reporting:
Collect data and compile reports to be submitted to the internal and external entities on a regular basis, and conduct presentations as required.
Management System (Quality, Environment, Energy, Sustainable Procurement, Health and Safety):
Comply with all relevant ENOC Management System procedures in respect to Quality, Environment, Energy, Sustainable Procurement, Health and Safety.
Additional Principal Accountabilities
Experience
Bachelor’s Degree in science or relevant Engineering from accredited institution.
5 - 6 years direct and relevant experience in a procurement function within oil/gas or petrochemical industry.
Professional Certification in Material / Supply Management
Certified lead auditor for ISO 50001, Certified Energy Auditor certificate / Certified Energy Manager from the Association of Energy Engineers or from equivalent national authority, ISO14001, ISO 9001, OHSAS 18001, etc shall have added weightage
Have knowledge on BS 8903-Guidelines for Sustainable Procurement and similar standards
Skills :
Knowledge of internal processes, standards, policies and procedures
Professional and Technical Expertise
Ability to communicate effectively in written and spoken English
High level of computer literacy (eg; MS Office programs) and posess Presentation skills
Knowledge of basic finance
Knowledge of technical terminology in use at process plants (Process Knowledge)
Knowledge of market practices and sources of supply and commercial laws
Knowledge in supply logistics
