Description

The Senior Chief Engineer will provide strategic and operational leadership for road asset maintenance, with responsibility for lifecycle performance, safety, service quality and resource optimization. The position combines engineering judgment, maintenance planning, contract oversight, budget management and continuous improvement across Dubai’s road network and related facilities. This is a full-time opportunity based in Dubai, United Arab Emirates.

Key Responsibilities

  • Develop maintenance policies, standards and multi-year programs that align asset-management, sustainability and organizational objectives.
  • Review and approve contracts, tenders and technical designs while ensuring compliance with legal, statutory and engineering requirements.
  • Contribute to rehabilitation and upgrade planning for roads and bridges, focusing on long-term serviceability and engineering integrity.
  • Assess road conditions, prioritize maintenance needs and allocate resources to contractors and internal teams for timely delivery.
  • Manage departmental budgets, review cost performance and introduce corrective measures that improve financial efficiency.
  • Oversee preventive maintenance programs and projects, reporting progress, risks and performance indicators to senior leadership.
  • Use data, KPIs and emerging technologies to identify ways to improve inspection strategies, maintenance intervals and lifecycle costs.
  • Prepare technical studies, value-engineering proposals and management reports, while leading internal training and knowledge-sharing activities.

Requirements

Candidates should demonstrate the technical knowledge, analytical ability and stakeholder skills needed to operate effectively in a structured public-sector environment.

  • UAE National.
  • Bachelor’s or master’s degree in Civil Engineering or Materials Engineering.
  • At least 5 years with a PhD, 7 years with a master’s degree or 10 years with a bachelor’s degree.
  • Strong experience in road maintenance, asset management, infrastructure engineering and contractor oversight.
  • Knowledge of maintenance planning, budgets, KPIs, value engineering and sustainability.
  • Willingness to conduct field inspections in traffic-exposed environments, including occasional emergency or after-hours visits.
