Job Overview

Manage the Rail Agency’s quality, health, safety and sustainability function, ensuring that programmes, procedures and performance measures support safe and reliable rail operations. The position leads governance, audit and compliance activity, works with technical and operational teams and follows improvement actions through to closure. It also supports sustainability objectives and a consistent management-system approach across the agency and its service providers.

The work requires coordination across departments, delivery partners and technical specialists. Strong governance, accurate records and timely escalation are important because decisions can affect public infrastructure, service reliability and long-term asset performance.

Key Responsibilities

• Lead implementation and review of the agency’s quality, health, safety and sustainability plans and management systems.
• Set audit and inspection priorities and monitor compliance with internal standards and applicable regulations.
• Review incident trends, corrective actions and performance indicators to identify recurring risks and improvement needs.
• Coordinate with rail operations, maintenance, contractors and other departments on safety and sustainability matters.
• Prepare management reports, highlight non-compliance and recommend practical control measures.
• Build staff awareness of QHSS responsibilities and promote a culture of prevention and continuous improvement.

Requirements

• This position is advertised for UAE nationals.
• Applicants should have experience in quality, health and safety, environmental management or rail/infrastructure assurance.
• The role requires the ability to interpret audit findings and direct corrective action across teams.
• Experience managing management systems, compliance reporting or contractor assurance is beneficial.

Qualifications

• A relevant degree in engineering, safety, quality, environmental management or a related discipline is suitable.
• Professional training in quality, occupational safety or environmental management may be advantageous.
• Candidates should be familiar with audits, risk assessment, incident follow-up and structured reporting.
