Description

This management role oversees authority-wide asset governance and performance, covering inventory, registration, valuation, inspections, utilization and investment opportunities. The position is designed for an experienced asset-management professional who can improve data integrity, operational accountability and the value generated from a diverse public-sector asset portfolio. This is a full-time opportunity based in Dubai, United Arab Emirates.

Key Responsibilities

  • Set asset-inventory strategies and governance plans and establish reporting requirements for senior management.
  • Monitor acquisition, utilization and disposal activities through inspections and technical status reviews across agencies and sectors.
  • Oversee asset and material sales, electronic auctions and rental opportunities in coordination with relevant functions.
  • Govern valuation frameworks for land and other assets and ensure valuation information is updated accurately in relevant systems.
  • Direct acquisition, replacement and scrapping processes, reviewing technical assessments and recommendations.
  • Manage inventory counts, project handovers, asset registration and reconciliation between fixed-asset records, finance systems and asset-tracking data.
  • Coordinate land registration and valuation activities with external authorities and maintain accurate GIS, smart-tagging and asset-coding information.
  • Monitor asset condition, performance indicators, contractor reporting and improvement plans, using analytics to strengthen utilization and revenue generation.

Requirements

Candidates should demonstrate the technical knowledge, analytical ability and stakeholder skills needed to operate effectively in a structured public-sector environment.

  • UAE National.
  • Bachelor’s or master’s degree in Engineering.
  • At least 9 years of relevant experience with a master’s degree or 11 years with a bachelor’s degree.
  • CAMA and ISO 55001 Implementer/Auditor certifications are preferred.
  • Strong knowledge of asset governance, inventory, valuation, registration, inspections and performance management.
  • Experience with GIS, asset-tracking systems, data reconciliation and contractor performance monitoring.
  • Strong leadership, analytical and stakeholder-management capabilities.
