Senior Specialist (Excellence) – Rail Agency Quality, Health, Safety & Sustainability Office | UAE National

Job Overview

Lead planning, delivery and monitoring of excellence frameworks for the Rail Agency. The specialist aligns operational improvement with government excellence programmes, Authority priorities and recognised best practices. The role establishes measurable indicators, supports award submissions and benchmarking, and works with departments to turn assessment findings into improvement plans that strengthen service quality, accountability and organisational performance.

The work requires coordination across departments, delivery partners and technical specialists. Strong governance, accurate records and timely escalation are important because decisions can affect public infrastructure, service reliability and long-term asset performance.

Key Responsibilities

• Develop and maintain an agency-wide excellence roadmap linked to departmental and corporate strategies.
• Align objectives with government excellence frameworks and relevant Authority priorities.
• Identify proven practices that can improve service delivery, operational performance and management systems.
• Define measurable excellence indicators and incorporate them into annual planning and performance reviews.
• Coordinate award submissions, supporting evidence, benchmarking and preparation for external assessments.
• Review self-assessments, identify performance gaps and track actions to improve results over time.

Requirements

• This position is intended for UAE nationals.
• Applicants should have experience in business excellence, performance management, quality, strategy or organisational improvement.
• The role requires strong writing skills and the ability to organise evidence from several departments.
• Experience with government excellence models, awards or benchmarking is useful.

Qualifications

• A relevant degree in business, engineering, quality management, public administration or a related area is appropriate.
• Training in performance excellence or quality frameworks may be beneficial.
• Candidates should be able to analyse indicators and present improvement priorities clearly.
