Manager – Transportation Integration Governance | UAE Nationals Only

Role Overview

The Manager will oversee the development of the Transportation Integration and Mobility Management Framework, govern technical integration plans, monitor integration-related KPIs, lead audits across transport nodes, and supervise the implementation of first- and last-mile strategies. The role requires a deep understanding of multimodal transport planning, integration governance, data-driven analysis, and stakeholder coordination across RTA sectors and external entities.

Key Responsibilities

• Lead the development of the Transportation Integration and Mobility Management Framework in alignment with RTA’s Strategic Plan.
• Govern technical integration plans, standards, and priorities to ensure consistency with sectoral strategies.
• Monitor integration projects and performance indicators, and prepare periodic performance reports.
• Develop procedures for coordination between agencies to enhance multimodal collaboration and unified transport planning.
• Oversee integration-related data analysis and identify improvement opportunities across the transport network.
• Supervise studies for determining optimal multimodal service areas and first/last-mile connectivity.
• Lead integration audits for transport hubs including metro, bus, tram, and marine stations, focusing on safety, accessibility, wayfinding, and shared mobility readiness.
• Evaluate maturity levels of first/last-mile modes and update the maturity matrix based on global best practices.
• Govern cross-modal process design, defining roles, responsibilities, SLAs, and escalation mechanisms.
• Oversee implementation of the First/Last Mile Strategy, including pedestrian, cycling, and micromobility gap-closure plans.

Required Qualifications

• Bachelor’s degree in Engineering, preferably Civil Engineering, Transportation, Urban Planning, or Infrastructure-related discipline.
• Master’s degree preferred in Transportation Planning, Urban Planning, or Project Management.
• Minimum 12+ years of experience in multimodal transport planning or operations.

Technical Skills

• Strategic leadership and integration governance
• Expertise in transportation planning, multimodal systems, and first/last-mile strategies
• Strong command of KPI development, maturity assessment, and performance analysis
• Proficiency in RTA systems such as Maximo, OPMS, Citadel
• Ability to work with GIS, MicroStation, AutoCAD, and analytics platforms
• Strong stakeholder management and cross-functional coordination
• Knowledge of international transport integration standards and global benchmarking
• Ability to manage multiple large-scale projects simultaneously
