Where you fit in
Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt’s largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/platforms and the 2.3 BCFD gas treatment plant located at Idku (Egypt North Coast). WDDM production supplying gas to the National Grid for internal use, and to the adjacent “Egypt LNG” plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.
The current WDDM field and facilities is currently producing around 500 MMSCFD of gas & approx. 10,000 BPD of condensate. It also processes 3rd party gas from adjacent fields, and as such has a privileged position to support Egypt’s strategy to become a gas hub in the Mediterranean region. In order to manage field decline, Rashpetco is currently completing the Phase 9b development. It has also embarked on an ambitious exploration effort, currently drilling it deepest ever well.
Current success factors for Rashpetco include, i) controlling of late-life short-term unit operating costs, ii) maintaining and strengthening license to operate through effective management of HSE and Asset Integrity, thereby providing a solid plate-form to support the in-country growth aspiration
What’s the role?
The position is responsible for planning, developing, and maintaining a strong Health, Safety and Environment (HSE) assurances function with a strong focus on Process Safety at Rashpetco/Burullus sites, covering both WDDM upstream gas processing facilities at Edku and 3 offshore platforms.
Purpose and Accountabilities
Implement process safety programs aimed at improving performance.

Provide assurance to the management on HSE performance at Edku site and offshore platforms through planned functional safety audits and compliance checks

Review and conduct gap analysis with JV policies and procedures against Shell corporate systems where applicable. Including but not limited to PSBR, DEM 2, etc.

Maintaining good performance of control of work systems

Manage the process of developing and maintaining the Operational Risk register

Assessments and monitoring of cumulative risks onsite

Lead and participate in incident investigations when requested and apply lessons learnt from all incidents / accidents

Improving safety culture of work force onsite by increasing awareness to major accident hazards

Manage the site HSE effectiveness through the site action tracking system

Setting communication standard with brown field, and corporate team on change management and regulatory compliance

Support corporate HSE business improvement plan responding to requests and recommendations of audits and reviews

Emergency response plan update, testing and training activities

Reporting of site HSE KPIs to corporate

Interface with neighboring companies on mutual aid supports

Reporting to the HSE committee on HSE performance and concerns onsite monthly

Lead monthly operation leadership HSE meetings

Co-ordinate the site Rashpetco/Burullus HSE audit program including development of the annual and three-year rolling program

Plan and lead HSE internal audits (Level 3 and 4 audits)

Track all audit finding actions to closure

Provide leadership, advice, and guidance to staff at all levels to help drive continuous improvement in HSE performance

Establish and maintain robust working relationships with line HSE managers and Function General Managers and Assistant General Managers

Job holder will have full authority regarding reporting on Operational Risk Assessments, Barrier model and mitigation measures to be put in place to allow continued safe operation

Member of the site emergency management team fulfilling the emergency planning role
Authorities
Process Safety Manager is also required to cover for site HSE General Manager (JV EGAS national position) when required and will manage 4 HSE engineers and 5 HSE technicians.
Acts/delegates for the Asset process safety TA as and when required.
The impact the Process Safety Manager need to make and the ‘legacy’ he/she wants to leave behind.

Set the foundation for a sustainable and integrated process safety function on site that will improve process safety and asset integrity performance.

Develop site team so that technical safety inquiries and investigations are raised in a timely manner and management of change process is embedded at the site. Maintain and improve the performance of the previous practices with time.

Ensure process safety risk is as low as reasonable, practicable by monitoring status of the barriers set against the major accident potential hazards, integrate safe systems of work into one system to provide means of monitoring cumulative risks onsite.

Improve safety culture of workforce thought out by conducting regular awareness training including requirements relating to Safety cases.
He/She, will be responsible for initiating HSE related management of change at site and follow-up with Brownfield engineering function
He/She, is a part of the operation team on site and will participate in the safety culture continual improvement program
He/She, will have limited administrative authority over resources and job holder expertise is the main resource that shape authority / influence over resources and has a big influencing role in shaping HSE program including Process Safety for the years ahead and associated budget for Edku operations.
Influencing role requires engaging with the workforce in terms of providing technical safety advice and transfer of knowledge on process safety related issues to the front-line team and up to the senior managers in the organization, provision of tools to help improve HSE effectiveness onsite e.g., tracking and reporting of actions, developing skills for emergency response teams.
Covering for the HSE GM role gives the job holder the authority to drive HSE performance for day-to -day activities.
What we need from you

B.Sc. Engineering / Science, post graduate studies (NEBOSH Diploma), M.Sc. in Process Safety Engineering preferable

Extensive safety experience, including experience in oil/gas production and/or design projects. Exposure to Projects work environment where technical safety engineering work is practiced, operational field work and experience of onshore and offshore gas processing facilities

Exposure to budget planning and experience of working in a joint operated asset/ venture is essential

Competent to train, guide, mentor and inspire other team members.

Experienced in HSE MS implementation and project life cycle. Skilled in using process hazard analysis tools (HAZOP, HAZID, What if, LOPA, ETA, SIL, QRA and Safety Cases).

Strong communicator, self-motivated person, with ability to work with JV national colleagues to promote ‘one team’ concept

Have a proactive approach to networking, building relationships and identifying and engaging stakeholders

Demonstrable commitment to HSE, HSE leadership and improvements to HSE practice.

Good interpersonal skills and self-motivated

Strong communicator, able to state key goals and objectives, and present them clearly to stakeholders

Able to constructively challenge others and negotiate successfully with internal peers, partners, and contractors to positively influence decisions and improve ways of working

Fully familiar with incident investigation techniques and incident response management.

Must be computer literate and proficient in MS office applications (word, power point, excel, Visio, access, project)

Fluency in Arabic will be a distinct advantage
