Lead Commercial Business Support Officer (Eastern Regions) – Doha, Qatar

We are pleased to announce an incredibly exciting opportunity to join our Commercial team in Doha as Lead Commercial Business Support Officer.

Job Purpose
Sole point of contact and in-charge of projects, business process improvement for the Commercial Division (both head office and outstations). Work closely with the Commercial management as a focal point of contact for Contracts/ Finance/ Office renovation / IT / Business Continuity – related issues affecting Commercial and spearheads related tasks/ projects, continuous improvement initiatives and resolution of related matters. Develops, improves and implement guidelines, circulars, administrative systems, procedures and checklists for Commercial Division adhering to internal policies for to ensure QR’s interests are managed with the optimal costs and consistently wherever possible.


  • Assists in initiating/ identifying improvements to administrative / Finance, procurement or contract related policies/ processes/ templates which affect Commercial to ensure continuous streamlining of internal processes. On a daily basis, provides guidance to HO and Outstation Managers on company procedures related to Finance, IT and Commercial admin issues.
  • Analyse proposed changes to DOA by commercial and outstation teams.
  • Helps forecast manpower requirements for new financial year budget such as assets, benefits, stationary and vehicles.
  • Evaluate CMC budget proposals for outstations and recommend budget amendments if required.
  • Maintain reports on performance of projects to ensure project success.
  • Report outstation inconsistencies to management and provide solutions for damage assessment.
  • Leads the assigned area’s administration/ finance or contract related requirements and ensures that the proposals are responded to immediately, critically evaluated, aligned to corporate guidelines and managed up to completion within reasonable time.
  • Follows up regularly with the relevant Managers in HQ or Outstation and responds to related queries to ensure requests are expedited. Keeps the outstation managers updated on the status of their requests.
  • Manages lease, service-related and other administrative contracts and amendments up to completion. Recommends changes to templates and coordinates with major stakeholders to ensure optimum benefit to QR and to ensure contracts are cost-effective, expedited and completed.
  • Tasked with ensuring that assigned database lists/ e-docs are updated regularly through coordination with the relevant Managers/ staff.
  • Responsible for report writing, presentation creating and spreadsheet preparation and distribution.
  • Oversees the outstation office renovation process up to completion and ensures that all internal Managers/ external vendors complete their respective tasks for the project and follow the required process (CMC/ approval, Lease contract, Floor plan approval, pre- and post-tender processes, contract with the contractor up to certificate of completion).
  • Manages special projects that require them to lead development of work processes (e.g. contract approval process, business case workflow) or database management or reconciliation of statistics, in coordination with the major stakeholders e.g. IT, Finance, outstation region, country or station heads.
  • Coordinates/ conducts orientation program for new HQ and Outstation Managers/ staff on administrative and related Finance/ Commercial issues.
  • Responsible to report on the KPI performance of the assigned group of departments.
  • Review internal controls and recommend enhancements.
  • Lead, direct and manage the preparation, execution and analysis of the budget and rolling forecasts for business units. Accountable to present an objective view of the financial situation and provide sound recommendations for the allocation of resources in the most efficient way to achieve the business goals and objectives.
  • Responsible for monitoring monthly expenditure variance on an ongoing basis and ensuring that actual expenditure remains in line with plan. Lead investigation when variances are significant and taking necessary control action as required.
  • Perform other department duties related to his/her position as directed by the Head of Department.
  • Manages service-related leases, other administrative contracts and amendments up to completion in order to ensure that continued services are delivered and contracts are in place in a timely manner.
  • Manage any legal contracts with local providers, ensuring value for money and effective support.
  • Responsible for the management of any customer relations legal representation required in market.”
  • Comprehensively evaluates asset procurement proposals sent to CCO to ensure optimum benefit to QR.
  • Bachelors Degree
  • 4 years job related experience
  • Experience in a business support or shared services role with experience of procurement, legal and facilities matters and proven experience of driving significant change in processes to remove duplication and drive efficiency.
  • Preferred
  • Background in working closely in a commercial function.
  • Excellent skills in MS Word, Excel and Power Point.
  • Good in numbers. Analytical and detail-oriented.
  • Ability to multi-task. Excellent organizational ability to set priorities and meet deadlines.
  • Self-starter and have the ability to work independently.
  • Ability to critically challenge submissions or policies/ processes.
  • Excellent written and verbal communication skills.
  • Has a professional demeanour with colleagues and internal customers.
  • Familiar with the expenditure budget process.
