Purpose
With Oman Shell’s transition to becoming and oil and gas operator in the Sultanate, Community Relations and Social Investment is a critical enabler for Shell’s business and reputational objectives. Through Community Relations and Social Investment, Oman Shell can implement proactive engagements with stakeholders at local fence line communities and implement strategic social investment to deliver sustainable benefits to local communities in support of the country’s national vision.
The Community Relations & Social Investment (CR & SI) Manager role will report to the Country External Relations Senior Manager and will lead/coordinate strategy development, planning and implementation of Oman Shell’s CR & SI activities to gain trust and sustain a mutually beneficial relationship with stakeholders. Proactive community relations management and sustainable social investment is important to maintaining a positive reputation and providing a platform for engagement with key influential stakeholders in support of business opportunities.
Accountabilities

Coordinate interface and maintain relationships with key stakeholders (e.g., community representatives, government leadership, business leaders, community organizations etc.) and with other relevant parties including Non-Governmental Organisations (NGOs), regional and global organizations, etc.

Leverage understanding of the socio-cultural dynamics among stakeholders to develop and implement engagement strategies that inform and enhance decision making that sustain license to operate

Lead interface between the Project/Asset and stakeholders, including provincial leadership, district and sub-district local councils, community members and other influencing parties to drive engagement initiatives that enhance Shell’s reputation and mitigate social risk and impacts associated with Shell operations – (Exploration, Upstream, Integrated gas projects)

Provide strategic advice to External Affairs Senior Manager, Country Chair and senior management on all aspects of stakeholder engagement and Social Investment (SI) implementation in support of reputation planning and License to Operate (LTO)

Work with Social Performance (SP) Advisor to develop SP plans of assets and projects as effective management tools to address social impacts and implement stakeholder engagement plans and communications on SP and SI related activities in compliance with SP manual requirements of the HSSE&SP Control Framework. Leverage Regional SP CoE Manager as Authorized Person in Social Performance for assurance on compliance to the SP Manual Requirements

With stakeholders, define opportunities for SI, develop and implement country Social Investment strategy to support business improvement, maximize community benefits and minimize risks.

Facilitate interface between SI and In Country Value (ICV)/Growth Hub Oman through implementation of strategic programmes that contribute to realizing Shell commitments to Oman govt. targets for ICV.

Embed Ethics and Compliance awareness and culture in SI implementation through compliance with Anti-Bribery & Corruption (ABC) and legal/contractual requirements

Lead Group reporting on Social Investment activities.

Work with ER (Non-Technical Risk (NTR) integrators to ensure any significant SP related activities are integrated into business plans
Job Requirements:

Minimum qualification of a bachelor’s degree

Minimum 10 years relevant experience

Experience in planning and implementation of social investment and partnership programmes

Strong organizational skills with high performance, integrity and delivery mindset;

Good interpersonal skills, able to influence and interface effectively with a wide range of internal and external stakeholders, at all levels;

Networking skills and ability to maintain and leverage networks in support of delivery

Collaborative mindset with the ability to build strong working relationships stakeholders

Strong social investment programme analytical skills, communication and report writing

Knowledge of local and statutory regulations and of Joint Ventures (JV) operations

Ability to interact with a broad spectrum of people and excellent communication skills
